Leonard Herrera

Leonard is a graduate of California State University Fresno, and has a Bachelor of Science degree in plant science; he has been with the Department of Pesticide Regulation (DPR) since November of 1996. He has provided oversight, training, interpretation of pesticide labels and California pesticide laws and regulations to County Agricultural Commissioner (CAC) staff. He has also provided continuing education to California private applicators, licensees, and certificate holders at events sponsored by CAC’s and industry groups. He is currently developing standards and guidance materials for statewide training session presentations to State and county pesticide regulators; conducts training on laws, regulations, and policies; technical support on mitigation measures to State and CAC personnel on topics related to the protection of the public, worker health, and the environment; is a contact within the Department and with external stakeholders to explain the basis for laws and regulations. Leonard also provides technical support on field investigations involving: pesticide misuse, illnesses, property loss, environmental damage, and on agricultural and nonagricultural settings and pesticide practices; identifies pesticide use issues to develop effective and enforceable mitigation measures. Prior to being an Enforcement Branch Liaison for DPR, Leonard worked in Kings and Fresno counties from 1988 until 1996 were he conducted inspections of pesticide use monitoring, field workers, records for handler training, use and sales, issued permits for pesticide use, conducted investigations relating to complaints of pesticide use and
illnesses where pesticides might have been involved. He also has worked at the Kearney Research and Extension Center, and a farming company.

Description of presentation
A review of how California’s worker safety regulations were amended in 2017 to meet the new Federal Worker Protections Standards and what changes will be amended for 2018. Specific topics will include the Application Exclusion Zone, Decontamination, and how DPR and Counties plan to enforce the new regulation.
